If you are having an issue with GCS not able to get files from the backend, but are able to put files the issue is likely permission related.
Try:
- Adding "Storage Admin" role to the bucket in order to read files to transfer back, test once more.
- Next, add "Storage Admin" role on the account in "IAM & Admin"
